In some cases, children with disabilities, adults with disabilities, and retirement age individuals might be able to get health insurance – if they don’t have enough – through the Medicaid for People and Elderly with Disabilities Program. In fact, even if you’re already on Medicare, you might be able to get Medicaid for the elderly in Texas.
You must be a US citizen (or a noncitizen who is qualified), and a Texas resident to get MEPD (Medicaid for Employed People with Disabilities). If you decide to apply, you will be questioned about your particular disability, your age, and your income to see if you qualify.
MEPD Covered Services
Healthcare services that are covered by MEPD include the following:
- Treatment of pre-existing conditions and special health needs
- Access to mental health care and medical specialties
- Hearing and vision care
- Lab tests and x-rays
- Hospital services and care
- Vaccines and medicine
- Regular doctor checkups
Support and longtime services covered by MEPD are as follows:
- A place that offers those with intellectual disabilities special care
- Mental illness hospital
- Care in a nursing home
- If your child needs to get to a medical appointment, it will cover someone who can take them there and back
- Personal care and home care (assistance with daily activities, health monitoring, etc.)
Providing MEPD Services
If you qualify for MEPD and you’re an adult with a disability, typically STAR+PLUS provides services. From your service area’s available health plans, you would choose this one. If you have a disabled child who qualifies for MEPD, typically STAR KIDS provides services. From your available service area’s health plans, you would choose this one.
Traditional Medicaid is also something you might be enrolled in. The state pays your caregivers, nurses, and doctors directly in the traditional Medicaid program.
Assistance Programs
Sometimes, it’s difficult for Medicare premiums to be paid by certain individuals. There are programs that may be able to assist you, as well as free services available such as a Texas benefits counseling and advocacy program. As an example, some of the services provided by this partnership include the following:
- Long-term care insurance information
- Medicare part D coverage explanation
- Medicare part C coverage explanation
- Help with disenrollment, enrollment, and comparisons
- Medigap explanation
- Assistance with Medicare appeals, rights, complaints, benefits, enrollment, and eligibility
- Medicaid and Medicare education and information
