MEDICAID FAQs

Medicare and Medicaid are both government programs that provide medical and other health-related services to specific individuals in the United States. Medicare is a federal health insurance available for anyone 65 or older while Medicaid is a joint federal and state program that helps cover medical costs for people with limited income and resources.

Medicaid Waiver Programs are state-run programs that provide health care coverage for low-income individuals and families. Waiver programs like this allow the federal government to waive requirements that normally apply to the Medicaid program, and allow each state to tailor its own program to their specific guidelines.

In general, Medicaid waiver programs cover basic medical expenses, such as doctor visits and prescription drugs. Some programs also cover long-term care expenses. Due to these waivers, states can provide certain services that usually won’t be covered by Medicaid, such as in-home care for those who might otherwise need long-term institutional care.

Texas offers STAR+PLUS, a Medicaid-managed care program for adults with disabilities or who are 65 and older. Long-term care eligibility is dependent on income and assets.

Yes. Traditional Medicaid enrollment provides recipients with health care coverage to help pay for standard medical and non-medical care.

Medicaid for the Elderly and People with Disabilities (MEPD) offers a STAR+PLUS health plan that provides regular checkups, medicine, hospital care, vision and hearing care and treatment of other special health needs and pre-existing conditions.

The STAR+PLUS Home and Community-Based Services (HCBS) program offers a waiver that supports long-term care services services for programs like Assisted Living offered at Morada North Richland Hills.

While the STAR+PLUS program encompasses healthcare and long-term care programs, Texas Medicaid and the waiver are separate applications and cannot be combined.

In 2024, Texas residents who meet the following requirements may qualify*:

  • Disabled adults and the elderly
  • Income less than $2,829
  • Own a home that they live in with equity less than $713,000.

Residents whose assets exceed these limits but still cannot afford care costs can consult with a Medicaid planning professional, who is trained to assist applicants.

In Texas, applicants need to provide:

  • Social Security Number
  • Birth Date
  • Citizen or Immigration Status
  • Income records of money from jobs or other sources
  • The value of any cars or other property owned
  • Total costs of bills paid monthly

Yes, residents can absolutely move in prior to applying or obtaining the Medicaid STAR+PLUS Waiver. Rent and care would be considered “self-pay” until Medicaid STAR+PLUS Waiver approval. Texas also has a “spend down” also known as Medically Needy Pathway. This process allows individuals who have too much income or assets to qualify for Medicaid to start the eligibility process by spending their additional funds on medical or care-related expenses. And yes, rent and care at Morada North Richland Hills qualifies as a part of the spend down process.

All our apartment homes are eligible to be lived in by the Medicaid STAR+PLUS Waiver recipients, based on availability.

Medicaid STAR+PLUS Waiver-funded apartments are currently shared apartments. Single occupancy apartments are not guaranteed.

Medicaid STAR+PLUS Waiver apartments are furnished with a bed, dresser, nightstand and chair.

We also provide three delicious chef-prepared meals per day – that’s right, we have a culinary team that cooks healthy and delicious meals for our residents.

Morada North Richland Hills also offers an extensive activities calendar with events, outings and more to keep our residents active and entertained. Housekeeping, laundry and maintenance are also included.

There is a rate for room and board that the state sets. You will be responsible to cover that set minimum each month. For some residents, the state may require an additional amount in the form of a co-payment. A co-payment, in most cases, is a result of higher Retirement, Survivors, and Disability Insurance (RSDI) and Supplemental Security Income (SSI).
